policy re: moderation of listservs?

Maybe I've missed this on the Web site, or when I signed on for the listserv, but is there a policy about how the listserv submissions are moderated? How does the moderator choose what's posted and what is not? Some issues are discussed ad nauseum, while others tell me their postings are denied/blocked. What are the policies or guidelines involved? thanks!
